"OUR COMMON DREAMS" |
I had
a dream that one day our streets and neighborhood will once again be safe
for every man, woman, and child to live, work, and play in. I had a dream
that one day all criminal elements will be brought behind the bars of justice
to never again wreck havoc in our lives. I had a dream that one day,
the police will once again be able to walk the streets with dignity and
pride looked upon by the community as a leader and a hero. I had a dream
that one day, the Criminal Investigation and Detection Group (CIDG) will
be at par with the world's best investigative agencies. In those dreams
I saw my subordinates -- the officers, men, and civilian employees of the
CIDG. I peeked into their dreams and saw that they have the same dreams
that I had. I woke them up and said, "Yes. Come follow me and I will lead
you there." In my dream I also saw the Chief of the Philippine National
Police and all my other superior officers, I peeked into their dreams and
saw that their dreams were also my dreams. I gently woke them up, saluted
and said,"Yes Sir! I am willing. Lead me there."
I woke up the following day feeling refreshed. The visions were as clear as crystal. On my way to the office, I passed by the everyday people. I thought I saw them last night. As I entered the CIDG building, the guard on duty saluted ever so briskly and greeted "Good morning sir." As I returned the salute I gazed into his eyes. They were saying "Sir, we met last night" Posted on a corner of my office is the "DREAMS" of the Chief, PNP. The truth is that it is not his alone. It is also mine. In fact it's everybody's "DREAMS". As we had celebrated the 46th Anniversary of the CIDG on January 16, 199. I vow to do my share towards the fulfillment of our common desire and aspiration. Your CIDG had embarked on a four (4) point thrust. STREAMLINING THE ORGANIZATION. CIDG had to remove a few bulges here and there. Muscles must show up in all the right places. CIDG must be like an arrow swishing through the air. Its streamlined body allows it to cover great distances at great speed. And when it hits, it pierces its target deep. Today, CIDG is an arrow. 85% of its personnel are at the tip, at the piercing end where they matter most. The other 15% are equally distributed along its body and in its wings to give the steel arrow more flight. MANHUNT OPERATIONS. At present, there are thousands of persons wanted by the law. The number is staggering. Each one is a potential recruit for organized crime groups. Some of them at this very minute are probably scheming a way to commit a crime. They are the primary targets of the steel arrow. At the regional and provincial levels, there are a number of these arrows called "tracker teams". Each tracker team knows that each "wanted person" arrested is one less potential member or leader of a kidnap-for-ransom gang or a bank robbery group. They know that each arrest brings us closer to our dreams. LEGAL OFFENSIVE. Legal offensive is more than just a program. It is a philosophy that describes the way CIDG pursues its other missions, investigation of heinous crimes including economic sabotage. Court conviction is the final victory. Working our way backward, this means that all investigative works of CIDG must be prosecution-oriented. Even the way CIDG conducts its intelligence activities must be evidence-based. Woe to the criminals! LIAISONING WITH GOV'T AND NON-GOV'T AGENCIES. Men, money, materiel: resources that CIDG never seemed to have enough of. But there is a fourth kind of resources known as "shared resources" . The ability to explore it can mean the difference between lacking and having just enough to complete the mission. CIDG lacks resources alright, but so does other government agencies. Nobody ever said we couldn share our resources. CIDG may lack some technical intelligence capabilities but there is always the Intelligence Group (IG) and if theirs' is not enough, the Presidential Anti Organized Crime Task Force (PAOCTF) is always willing to help. We do have common DREAMS to start with. Liaisons with non-government agencies are equally as important. In fact the need to get in touch with them more closely and more often is paramount because they are the ones that re-echos' the voice of the people. Sometimes, however, they tend to forget that their dreams are also our dreams and that we in the police are on their side. We believe that constant dialogue coupled with concrete actions will remove that perceived barrier that was never there anyway from the very beginning. Our DREAMS are the ties that bind. We can do it! |
